According to the Connecticut General Assembly, Scramble is the most accurate weather-predicting duck in the Northern Hemisphere and possibly the World (capitalization adjusted).

Statistics

As you can see from the graph, Scramble has a 100% accuracy, Staten Island Chuck has an 80% accuracy, and Punxsutawney Phil has a 39% accuracy. From these statistics, it is clear that Scramble is the most accurate weather predictor.
